Dr. Suzanne Gilmour Professor and Department Chair, Educational Administration; BS, SUNY Geneseo; MS, Syracuse University; Ph.D., Syracuse University. Appointed 2000.
Dr. Suzanne Gilmour is the Chair of the Educational Administration Department. She received her Ph.D. from Syracuse University and was a principal and Director of Special Projects in the Westhill School District for eighteen years. In addition to the building principal role, her responsibilities have included designing and implementing staff development and curriculum development district wide. Prior to her administrative positions, Dr. Gilmour was a teacher for students with disabilities.
Dr. Gilmour provides staff development nationally on various topics including leadership development women in leadership, mentoring programs, conflict resolution, thinking skills, culture and literacy, peer coaching and shared decision making. She also conducts district reorganization studies, management studies, program evaluations, and statewide superintendent searches. She has written professional articles on topics including shared decision making and leadership. Dr. Gilmour is the Executive Director of the New York State Association for Women in Administration.
Dr. William Silky
Professor, Educational Administration; BS, SUC Brockport; MS, SUNY Oswego; CAS, SUNY Oswego; Ed.D., Syracuse University. Appointed 1990.
Dr. William Silky, Professor, received his Ed.D. from Syracuse University. Dr. Silky has been a public school teacher and administrator. His teaching and research interests include program evaluation, supervision, school finance, and school district organization.
Dr. Silky is the Director of the statewide Superintendent Development Program. In addition, he continues to serve as a highly sought after consultant to school districts and BOCES on such issues as school district reorganization, teacher evaluation, program evaluation and administrator placement. Some of the organizations Dr. Silky has recently consulted with include: LaFayette Central Schools, Lansing Central Schools, Sackets Harbor Central Schools, Newark Central Schools, Cuba-Rushford Central Schools and Bethlehem Central School District. Dr. Silky is frequently invited to speak to groups on a variety of educational topics. He conducts annual presentations for the New York State Council of School Superintendents (NYSCOSS) to aspiring school superintendents.
Dr. Glenn F. Wachter Associate Professor, Educational Administration; BS, Mansfield University, MS, University of Scranton, Ph.D., State University of New York at Albany. Appointed 2003 Dr. Glenn Wachter received his Ph.D. from SUNY Albany. He was a Superintendent of Schools in the West Irondequoit Central School District for seven years. During his Superintendency, the district had received many national awards, including being cited three times as having one of the "Top 100 High Schools in the Nation" for academic rigor. Prior to the superintendency, Dr. Wachter was an assistant superintendent for instruction, an assistant superintendent for administration, a middle school principal, and a jr.-sr. high school social studies teacher.
Dr. Wachter's research interests center on the study of organizational designs in support of improved student learning and achievement. He also is engaged with the state-wide Superintendent Development Program, and is working as a consultant to the School Administrators Association of New York state in implementing a state wide new administrator mentoring program
